Brazil releases voluntary roadmap for global fossil fuel transition

Brazil’s COP30 presidency released a global roadmap on November 3 to help countries reduce dependence on fossil fuels, ahead of the COP31 climate summit in Antalya, Turkey. President André Corrêa do Lago and chief executive Ana Toni presented it in Brasília alongside a plan to halt and reverse deforestation and forest degradation by 2030, according to the presidency.

The documents are voluntary proposals, not negotiated international obligations. AFP reported that Brazil promised the fossil fuel roadmap after the 2025 Belém summit ended without explicitly mentioning fossil fuels in its final agreement. The initiative builds on the transition away from fossil fuels agreed at COP28 in Dubai in 2023.

The presidency’s Belém Readiness Approach asks countries to assess their fossil fuel exposure and ability to change across energy demand, energy supply and the wider economy. Its consultation received 267 contributions, including 21 from parties or groups representing 115 parties. The presidency argues that different national circumstances require different pathways.

Climate Home News reported that the proposed collective programme encourages national transition plans by 2028, followed by a focus on clean energy systems in 2029–2030 and production adjustments in 2031–2033. It sets no binding deadline to end fossil fuel production. Early measures include subsidy reform and tackling methane leaks; the presidency stresses coordinating falling supply and demand to avoid shortages and price volatility.

The timetable has also drawn scrutiny. Climate Home News reported that Oil Change International’s Romain Ioualalen welcomed the blueprint but warned that delaying supply reductions until the 2030s would risk a chaotic transition. The presidency says the shift must protect workers and communities, maintain affordable energy and support development, while countries choose policies suited to their circumstances.

According to AFP, Toni said the roadmap would be discussed in Antalya on November 10, but Brazilian officials stressed that it is a call for action rather than a text for negotiation at COP31. The presidency invites future climate summit leaders to sustain cooperation and review implementation. Turning the proposals into national policies and investment remains the next step.
