China is drafting an ambitious five-year plan to invest approximately $295 billion, equivalent to 2 trillion yuan, in artificial intelligence data centers across the country, according to a Bloomberg report published on June 9, 2026. The National Development and Reform Commission is developing the blueprint for a network of interconnected computing hubs that would form the backbone of China's AI infrastructure, representing one of the most aggressive efforts by any nation to build an independent AI foundation.
The plan calls for state-owned telecommunications giants China Mobile and China Telecom to operate the bulk of the new data center facilities. Under the proposal, at least 80 percent of the technology deployed in these centers must be domestically produced, with Huawei positioned as the primary supplier of chips and networking equipment. This requirement would effectively squeeze out American semiconductor manufacturers Nvidia and AMD, which have already faced mounting restrictions on their sales to Chinese companies under ongoing U.S. export controls.
The data center initiative forms a key component of Beijing's broader infrastructure program known as the Six Networks initiative, which aims to modernize and connect critical national systems. The computing hub network is designed to link scattered data infrastructure across provinces into a unified, interoperable system by 2028, enabling more efficient allocation of computing resources for AI training and deployment at a national scale.
Industry analysts view the plan as a direct response to escalating technology restrictions imposed by Washington. By mandating the use of domestic chips and equipment, Beijing is accelerating its push toward technological self-sufficiency in the AI sector, reducing its vulnerability to supply chain disruptions caused by geopolitical tensions. The initiative also signals China's determination to compete with the United States in the global AI race, despite the chip export controls that have limited Chinese access to the most advanced processors.
The scale of the proposed investment dwarfs comparable efforts by other countries and underscores the strategic importance that Chinese leadership places on AI development. The plan envisions data centers distributed across multiple provinces, with particular emphasis on regions that offer abundant renewable energy sources and favorable climatic conditions for cooling equipment. This geographic distribution is also intended to improve data processing speeds by bringing computing power closer to end users in different parts of the country.
While the plan remains under discussion and has not been formally approved, Bloomberg reported that key stakeholders across government ministries and state enterprises have already begun preliminary consultations. If implemented as currently envisioned, the initiative would create one of the largest centrally planned computing networks in history, giving China a significant advantage in training large-scale AI models. The project would also generate substantial demand for domestic semiconductor manufacturing, potentially accelerating the development of Chinese chip technology to rival Western alternatives within the next decade.
