FIFA will let council members inspect key documents on the abandoned FIFA Forward Enterprise investment plan, Reuters and AFP reported on November 2 and 3. Records will be available at its Zurich headquarters in Switzerland as European football governing body UEFA seeks answers about the plan and FIFA's decisions.
The plan backed by FIFA president Gianni Infantino envisaged private investment in the World Cup and other competitions. Reuters said FIFA dropped it this year after a backlash put his leadership under pressure. The update concerns access to records, not a revival of the plan.
Secretary general Mattias Grafström wrote to members on Monday, November 2, inviting them to register to review the material. AFP said the council's 37 members, including Infantino and eight vice-presidents, have two weeks to come forward. Consultation will be in person under specified conditions.
Sky News, which obtained the letter, said strict document review rules aim to protect confidentiality. The offer does not mean public disclosure of the files. Grafström also said FIFA faced no penalty for withdrawing and the council had retained the power to reject the proposal, according to Sky.
The invitation arrived on UEFA's deadline for answers about the project and wider governance questions, Reuters reported. European federations have called for reforms after the failed initiative. Infantino previously proposed an independent review of FIFA's decision-making processes, the report said.
A broader response is pending. Sky said Grafström told council members FIFA was preparing a reply to UEFA's letter and would share it in due course. Interested members must now register for the Zurich inspection. The arrangement provides supervised access to selected material, not public release of the full record.
