In a historic move, French President Emmanuel Macron and British Prime Minister Keir Starmer signed a "declaration of intent" on Tuesday to deploy British and French troops to Ukraine if Kyiv strikes a peace deal with Russia.

The agreement came after officials from 35 countries gathered in Paris for a meeting of the "Coalition of the Willing," marking significant progress toward providing Ukraine with robust security guarantees.

Troop Commitments

Macron announced that France could contribute "several thousand" troops to Ukraine following a ceasefire. Starmer said the UK and France "will establish military hubs across Ukraine and build protected facilities for weapons and military equipment."

U.S. Backing

The summit was attended by U.S. envoys Steve Witkoff and Jared Kushner. Witkoff stated that Trump "strongly stands behind security protocols" and that the guarantees are "important, so that the people of Ukraine know that when this ends, it ends forever."

Five-Pillar Framework

The security guarantees are structured along five main pillars: a U.S.-led verification mechanism, military support for the Ukrainian army, the multinational force led by France and the UK, legally binding obligations to assist in the event of a new attack, and long-term defense cooperation with Ukraine.

Coalition members also agreed to supply Ukraine with "all the necessary resources" to maintain an armed force of 800,000 troops.
