Microsoft opens Surface Laptop Ultra preorders in push for local AI

Microsoft opened preorders for its Nvidia-powered Surface Laptop Ultra on October 7, 2026, as it outlined a broader push to run artificial intelligence on Windows PCs. At the San Francisco launch, the company set a starting price of $2,599 and availability from October 16, according to Microsoft and Axios.

Microsoft describes its strategy as hybrid intelligence: software can use local computing resources for suitable tasks and turn to cloud services when needed. The company says this approach aims to stretch AI budgets while preserving access to more capable cloud models, particularly for developers and creators.

According to Microsoft, the laptop’s RTX Spark chip combines Nvidia Blackwell graphics and a Grace processor, with configurations offering up to 128 GB of shared memory. The company says it can run AI models exceeding 120 billion parameters locally. Those are manufacturer claims, with memory capacity varying by configuration.

Microsoft also opened preorders for the compact Surface RTX Spark Dev Box at $5,999, exclusively through its online store in the United States. Shipments are scheduled for November. The desktop device targets developers and AI engineers who want to experiment with models and evaluate their outputs on their own hardware.

Alongside the devices, Microsoft said Execution Containers are now generally available on Windows 11. The software lets organizations specify which files and networks AI agents may access and enforces those rules while they run. Microsoft presents these controls as part of its effort to manage agents that use tools and act across computer systems.

Other software changes will arrive later. Microsoft plans an experimental preview later in October of GitHub HydraFusion routing between local and cloud models in the Copilot app, command-line interface and Visual Studio Code. Separate hybrid-intelligence features for Microsoft Copilot on Copilot+ PCs are expected to begin rolling out in the coming months.
