Vietnam issued fresh flood and landslide warnings on September 14 after heavy rain forced 2,468 people from 653 households to evacuate in central Quang Tri province. Nhan Dan reported that provincial total as of 5 p.m. local time on September 13, with homes and roads threatened by flooding.
The tropical depression weakened over western Quang Tri on September 13, the National Center for Hydro-Meteorological Forecasting said. Winds near its center fell below 39 km/h by 7 p.m. Voice of Vietnam also reported the downgrade, while stressing that rain and landslide risks persisted.
Nhan Dan recorded 588.6 mm of rain at Ta Rut between 3 p.m. on September 12 and 3 p.m. on September 13. Flooding and blocked traffic affected 10 locations on roads overseen by the construction department. Landslides also disrupted routes, complicating movement across mountainous areas.
In its 9 a.m. September 14 bulletin, the weather center forecast 150–300 mm of rain, locally above 450 mm, through the night of September 15 in the southern part of the northern delta, southern Phu Tho and from Thanh Hoa to Nghe An. It warned that some downpours could exceed 100 mm in three hours.
A separate warning issued at 10:36 a.m. covered Thanh Hoa, Nghe An, Ha Tinh, Quang Tri and Hue. The center said flash floods, landslides and ground subsidence could occur on slopes and along small streams within six hours. Its rain bulletin also identified flooding risks for lowlands, cities and industrial zones.
Quang Tri kept 372 border-guard personnel and 28 vehicles ready for emergencies, Nhan Dan reported. Authorities urged residents to avoid deep or fast-flowing water, flooded crossings and unstable slopes, and to prepare further evacuations where necessary. The weather center scheduled its next heavy-rain bulletin for 3:30 p.m. on September 14.
